No login servers available to process the request - Login away from Domain

I'm looking at an issue where a user has cached credentials enabled to allow login to his laptop away form the school as they don't have a remote access server, however away form school he always gets "No login servers available to process the request."

 

Roaming profiles are enabled as well as cached credentials via GPO. Looking on the laptop however, the CachedLoginsCount key in HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\Current Version\Winlogon was set to 0 which I believe is disabled? I've since changed this key to 5, rebooted and got the user to log in to the domain to store the credentials. He's since tried again and still gets the same message trying to log in.

 

Does anyone have any suggestions on what the issue could be?

Is something resetting the key? GPO?

 

I assume you're flipping off WiFi to test it before you send him home to test?

After some more detailed piking around, it seems this setting was actually configured against the incorrect GPO. After configuring the correct GPO, forcing a gpupdate and running a gpresult for the computer, I can see the policy is now applied successfully, and the reg key matches that of the policy.
