Now it’s irrelevant regardless.

Now that 1709 "RTM" is available (build 16299.15) I did a quick test and upgraded a VM running 1607 to 1709 and the apps do come back if you don't remove them first from the install.wim. It seems MS wasn't lying when they said that you need at least version 1703. Here's a list of the included provisioned apps in the last three versions of Windows 10.
