[sims] Bulk deletion of students change request

It's the "We'd like to delete leaver records that we shouldn't* be keeping, but SIMS only lets you do one at a time and the admin staff are chasing us with sticks whenever we mention it" change request.

 

*25yrs old in our case.

When I opened the ticket ("Is there a way to bulk delete kids over 25yrs old?"), the Capita helldesk person did the standard "Yes you do, SIMS doesn't have that functionality but you can vote on this handy CR" and that was the one they linked to.

 

I think ( @PhilNeal ?) they do look over similar CR and consolidate votes when deciding what to work on.
