I am somewhat new to GPO management. I am working on a set of 15 Surface 3s that I need to get to students. I am having an issue getting the custom start menu layout to work via GPO on wireless. It works fine on a wired connection but never on wifi. According to RSOP it is enabled and showing. I'm trying to set these up as fast as possible for a project they're working on. I have it set so only Minecraft: EE and OneNote are shown.

On a hard wire connection:

Computer Configuration\Administrative Templates\System\Logon\Always wait for the network at computer startup and logon

That should be the one to make sure it loads the GPOs

What does GPResult say?

It shows that the GPO was applied over wifi. Well I need to either fix this today or use a logon script to manually copy it over. I have the custom Start Menu working on an OSD setup but these devices aren't ready to be imaged yet. So for now what's the best way to just copy it manually? Just a straight batch file?
