Office 365 cloud accounts to local email accounts 2013 hybrid setup

I want migrated email accounts (cloud accounts) to be able to email local accounts (still here on my exchange), I've opened up port 25 to the Microsoft smtp servers but the emails are still not getting through. is there a simple rule I can give SWGFL? I can't just put ALL (webIP's) to port 25 of my 2013 exchange box public ip.

 

The list of allowed ip ranges I got from the Microsoft website are as follows:
