I want to allow my students to be able to add in Russian Language if they need it for their studies.

(I've given up trying to add it to the MDT task sequence!)

I've locked the control panel down so it does n't show anything using group policy and I've created a shortcut that gets them to the correct part of "Settings".

However once they are here they can then browse around all the other settings.

How can I lock them down to just this one page?

As far as I know (and I may well be wrong) the PC settings app is an all or nothing affair with no GPO's to lock it down. As a result, we have gone for a blanket ban.

Sigh.

So a step backwards from Windows 7 then :(

Yes, very annoying... I did submit a feedback item in that vain that we need GPOs to lock down parts of the settings app... never heard anything back.

The classic control panel still has the Language applet, or at least my older Win10 Enterprise install does. Can you allow them access to this? There are GPO settings to only allow specific applets in the classic control panel. Then you can block the modern Settings app using App Locker.
