2012 New Install Blocking Dlls

I've just set up my first physical 2016 Server and added to the domain.

On going into themes, and trying to change the desktop icons, sound OR mouse pointer settings, I am getting the error below.

 

What is causing this as there is very limited GPOs being applied to the OU with the member servers in, only proxy settings

 

Any ideas?

Issue resolved - Had to made the following change in GPO on the local server, not sure why though..

 

Open gpedit.msc (Group Policy Editor)

Browse to Computer Configuration->Windows Settings->Security Settings->Local Policies->Security Options

Enable “User Account Control: Admin Approval Mode for the Built-in Administrator account”,
