RD Licencing Manager 2012 R2 - No Licence showing for Server 2016

I am trying to setup our new licences in RD Licencing Manager on Server 2012 R2. When I go to install licences and get to the part of the wizard where it askes what product version it doesn't show Server 2016 it just show Server 2012 and below.

 

As a result the server is not applying User Group Policy's which I think might be to do with the server not being licenced per User CAL. Computer Group Policy's are applying no problem.

 

Hope someone can help as I cant find much online and I'm hoping the solution isn't to upgrade the DC/RD Licencing Server to Server 2016 as well.

 

If anymore information is needed let me know.
