can we disassociate swipe card once it is associated on papercut with a staff login and associate with another login?

Yeah, it's easily managed, you just remove the contents of the primary card number field from their user account in the web interface.

Yes, just delete the number of the card from the user’s details under ‘Other Details’, you can then issue it out to another user to register.

This is what I can see on papercut under the user.... Can I simply delete this user?

Don't delete the user, delete the contents of the Primary box under Card/Identity Numbers
