html5 not playing on certain users

Got a bit of a wierd one here.

 

on friday youtube, and all html5 websites, stopped playing videos in IE11. revert them to flash and they work.

but only for staff.

 

Students are fine, as are admins.

 

the little adverts along the bottom pop up. you can navigate the timeline of the video (and the little preview images appear) but the video just sits there buffering

 

The videos will work in chrome.

 

has anyone encountered this befor or know of a fix?
