[ipad] asking for password

So had meraki setup for over a year and half now, had no problems silently pushing apps to our iPad's.

 

Now all of a sudden I'm getting the "sign in to iTunes store" when a new app is deployed. Tried resetting an iPad with configurator, here's where it confuses me, it will install some of the apps including paid for ones - then ask for the password to install the rest.

 

Checked in Meraki - all associated iTunes accounts are linked, activated and have licenses for all the apps. All iPad's have their own account.

 

Push cert was updated back in May, and I have added a few apps which added fine!

 

Any ideas what I could check? or what I've missed?
