The Moodle HTML editor has suddenly disappeared from our hosted version.

We are using version 1.9, updating to a newer version isn't an option at the moment.

The last deputy network manager set this up and didn't leave any documentation on how to fix this.

If you are still using 1.9 then you won't see that link because afaik that is a Moodle 2 + link. The link for the html editor in Moodle 1.9 is Administration > Appearance > HTML Editor

Unfortunately I don't have a 1.9 Moodle to double check. However, it might be that your browser doesn't display the html editor - there were issues with Chrome and Safari not displaying the html editor in Moodle 1.9.
