Ah, I didn't realise you automatically qualify if you're already signed up to other deployment programs.

When I sign in using our DEP login I get an error message saying that this ID can't be used. Is this simply the system not quite being ready yet, or am I doing something wrong?

Yep, I'm getting the same message. I can't see Apple School manager as a role to assign on deploy.apple.com either.

It still says preview when I have looked today.

 

I have being invited to an apple education event instore on the 11th so it may be to show case this hopefully

Your institution is already enrolled in the Device Enrollment Program, so you do not need to enroll separately in Apple School Manager. Your Apple Deployment Program Agent will soon see more information on deploy.apple.com about upgrading to Apple School Manager. To get your school ready, read about how you can prepare to upgrade to Apple School Manager at https://support.apple.com/HT206590.

 

So if you have DEP and VPP then you have to wait for the option to appear it looks like, :-|

Yep. I've been contacted by Apple asking for our deployment apple ids. This is so they can combine them into a single account for Apple school manager.
