RDP login at server rather than RDP client

Does anyone know where the setting in Group Policy is hiding so that when a user connects to a 2012 R2 RDP they get to a login screen on the actual server rather than it popping up asking them to login from the RDP client?

NOTE: Disabling NLA is a security risk, as it opens up the risk of your RDS server being hit by a denial of service attack.
