Sims seems to be using 11GB / 12GB of its RAM and the CPU is spiking quite a lot, staff have reported that it is running slowly as well. Has anyone got any recommendations on how to speed it up? Would a RAM / CPU upgrade fix it do you think?

Did you set a limit that SQL can use? If you have anything else like other services on the same box too. Else it'll eat all your RAM and starve the rest.

 

Also if it's virtual I'd give it more than 2 CPU/sockets etc

Have you looked at the processes tab to make sure it is actually SIMS / SQL using those resources?

 

Depending on the size of your SIMS database I would say 2 cores isn't very good on the processing front.

Limit SQL Server's max memory. Depending on the size of your database(s), you may need to put a bit more RAM into the host and set the SQL max at 12GB. More than two cores/processors would probably be a good plan now too.
