What causes this issue? Forbidden 403

OH work is getting this issue when connecting to their own website. I am only a user on site I don't have any prioveliedges but I need to be able to send them clear instructions as to what they need to ask their ICT guys.

 

I can ping the website but I cant get to it via the domain naming. They have wifi, this happens on all devices connected to the internet through the wifi on any browser, but if you browse the site from a mobile device connected to 4G or a internet any where else the website works fine.

 

What needs clearing?

If its apache its either htaccess preventing access/requiring authorisation/specific ip or its possible apache doesnt have read permissions to access the the files if I recall.
