iPads able to receive apps without apple id's?

We use meraki to manage the devices and then have VPP accounts to push applications without passwords

Sounds like you won't need to have an apple ID account signed into the iPads at all once ios 9 is released, which can only be a good thing for management. It will however stop anyone who uses a single itunes account on all iPads purchasing just a single licence per app and deploying to all the iPads they manage.

Your Apple ID VPP account has nothing to do with Apple ID's created on each user iPad, Apple ID for VPP is still required to buy apps in volume and is should not be used on ANY iPad. If you are planning to use Managed Distribution Licences then you currently still require unique Apple ID's on each iPad so that the user can accept the invite sent out from your MDM for managed distribution.

 

Once iOS9 arrives in September/October it's likely although not confirmed as yet that the requirement for Apple ID's to manage iPads via an MDM will disappear. It's important to remember though that Apple ID's are still an important part of Apple's management and content tools, you still require an Apple iD to sign into iTunes U and create courses etc.

From what Apple released in their Conferences etc. that if the iPad is in Supervised mode then you do not need an Apple ID for apps etc. and for deploying via VPP you will deploy to the Device, not the Apple ID which should save everyone alot of time . It just depends when your MDM updates to support iOS 9 Functionality fully.

Indeed, only a matter of time before developers got fed up with not getting paid for their work. The only problem I can think of that still remains in iOS9 is the inability to volume purchase in app purchases. Many app developers are guilty of this, knowing full well I have no easy way of purchasing apps using this model.
