VPP Code Redemption Question

We have a user who can't seem to load an app from the VPP program on their iPhone no matter what we try.

They have a relatively new iPhone 6 running iOS 8.3.

When they click on a VPP link, they see that the app is downloading . . . and then nothing. The app doesn't show up in their iTunes account. When they click on the link again, they get the "code is taken" message, suggesting they have the app. When we send them a new link/code, they go through the exact same experience.

 

Any ideas for resolving this?
