Would a 2.2Ghz Dual Core Xeon with 4GB RAM and SATA HDDs be able to run Windows Server 2003 x64, Domain, File, Print, DHCP, DNS for 30 computers, Class Server, 2 MSDE Instances and Exchange 2007 for 5 mailboxes without lagging?

If possible the best practice advice is to install Exchange on on member server not a domain controller.

It would do it, but I'm not sure how well. It depends on lots of things. And Steve is right- running an Exchange Server on a DC is not a very good idea at all. Much better to install it on a member server and then run the other stuff from a separate server.
