Office 365 video channel creation broken when changing channel admin permissions?

Messing around with the Office 365 video (aka "offload video storage to Azure and make them available offsite while still curated"), I've removed the "everyone except external users" group from the "channel admins" group and added two AD groups (support staff & teaching staff mail-enabled groups) and a handful of individual accounts. Microsoft documentation suggests this is supported.

 

After an interlude of maybe an hour (went off to do something else), I came back to test and found:

 

When creating a channel (as an explicitly defined users, either AD-Synced or cloud-based), I get the "Couldn't create channel, try again later" message. But when I try again, I get "that channel already exists" and looking in "Channels", it does. However, the permissions appear to be broken and the channel creator can't upload to or modify the channel.

 

Have I run into another Office 365 "although we say you can do this, it actually breaks things Office 365 expects to find behind the scenes", should I wait a bit longer or......?

Channel creators are missing the "Video channel settings" drop-down from the cog too.

 

Forcing a sync with AD hasn't made a difference.

 

A couple of pre-existing channels created by a test user are still working as they should in terms of permissions, but when that user attempts to create a new channel, it breaks with:

 

"Sorry, that didn't work

 

Could not create channel. Please try later."

 

Any ideas? (beyond flipping channel admin permissions back to defaults, creating all the channels I need and then flipping it back)
