I have had this problem now for the 2nd time in a week. Last week, I had Keynote, Numbers & Pages apps downloading 40 times in iTunes each at one of my schools. I ended up getting a web chat session with Apple who deleted the download queue from their end. The same has happened at another school today. My colleagues have said they have just let them finish downloading. However, internet speeds aren't the greatest here so I envisage having to wait my whole 3 hours here for it to finish.

Has anyone else ever suffered from this before? If so, what did you do to fix it? I don't fancy having to contact Apple every time this occurs :(

I am using iTunes 12.1.2.27 on Mac OS X 10.10.3 with all updates installed.

Can't say I've seen this before, however a caching server (using a Mac Mini) is something I'm looking at. Download iOS or Apps once and the other devices pick it up from your caching server, preserving your internet connection.

As far as I'm aware, we already have a caching Mac Server somewhere in our county broadband network. Only had about 3 instances of this happening so doubt it's a caching issue either (we have MANY schools in the county who have Macs & iPads so logic says every school would be affected if that was the case).

What about if you install iTunes on a Windows device? If this is a bug, I'd suspect Apple would want to fix it quickly, otherwise it's going to hammer their servers even more.

I am using iTunes on their mac in conjunction with Apple Configurator for deploying apps so I don't think installing on a Windows device is really an option (not a quick and easy one anyway).

Sounds like a glitch in iTunes to me, why would you be downloading those apps via iTunes though, unless your getting the first copy for Configurator?
