Remember Quotas are Volume and File Owner based.

 

So, it works out who's using the space on the servers local drive based on who owns the file.

Also say you had the users home folders on the same server and drive as the public area, if a user put a 20Mb file on the public drive it would take that away from what they could put in their home folder.

The quota system in R2 is not ownership based, and is based purely on the volume of files in a particular folder. The two quota systems can also be used together quite effectively.
