All our students are assigned a default OWAMailboxPolicy so we set the following to disable our students from creating the new 365 Groups

Set-OwaMailboxPolicy -Identity OWAMailboxName -GroupCreationEnabled $false

We then updated the students accounts so they were moved the OWAMailBox-Default, then back to our custom one to ensure the changes were fully applied but you may not need to do this.

Hi,

also be aware of the following settings you can modify on the directory. you may want to look at these! {if you don't use the Azure AD Management Portal then click on the Admin > Azure AD node and it will create a $0 subscription for you to be able to access such}

If you have azure active directory premium SKU associated with your tenant but when you login you do not see such options, be sure to ensure you have an azure active directory premium licensed assigned to your admin account otherwise you won't be able to configure AAD Premium features.
