License difference

When I access http://licensing.microsoft.com I get three options. One is for Partners - which I get, but can anyone tell me the difference between:

 

Volume Licensing Center

 

and

 

Volume Licensing Service Center

 

I can log into the second one, but not the top one. I cannot even create an account for the top one.
