Apple configurator and proxy (Birmingham school)

I'm new to iPad management and I'm having trouble with Apple configurator whilst in school. The following message prompts when trying to run configurator. Could not refresh the iOS update catalog. The request timed out.

 

Web browsing is a bit hit and miss also. Sky.com loads instantly, bbc.co.uk takes a while for example. I have the proxy address entered in network settings and I don't have any issues if I use the laptop on my home internet connection.
