Allow File Downloads through Certain Sites

I would like to find out how i can allow users to download files from certain websites. eg the school website and the school moodle site. At the moment file downloads are completey restricted through Ranger Manager.

 

I have found a policy setting in group policy management, this does the job perfectly, the only problem is it takes users over 1 minute to log in. From the research i have done it appears to be because of loop back processing. The policy setting is under user config -->windows setting --> internet explorer maintainance --> security/security zones and content ratings --> security zones and privacy --> trusted sites.

 

Any ideas on how to solve my problem? Thanks in advance
