We have recently upgraded to Windows 7 Enterprise across the school and many users are experiencing an issue where after pressing CTRL ALT DEL and the screen does not return the login box.

 

As a temporary fix, restarting the computer a few times fixes the issue but when the computer is restarted again the same happens. If you boot to safe mode with networking, it DOES NOT behave that way and brings the logon box immediately.

 

If I login and then log out, the behaviour doesn't happen. It only happens when I restart or boot from shutdown.

 

Any help is appreciated...

Have you tried it with a machine that is not joined to the network and/or does not receive group policy objects?

 

Have you checked the event logs for any indication of a service or driver that is taking too long to start, or anything that is giving an error?

 

When things work in safe mode, it usually indicates a driver or service that would run normally, that is disabled for safe mode.

Does anything happen when you press Ctrl+Alt+Del when the login box isn't appearing?

 

We've had issues with Viglen keyboards on Viglen PCs where sometimes on logging off/switching user the keyboard stops responding (so Ctrl+Alt+Del doesn't bring anything up), fixed temporarily by a reboot. They have a patch that fixes it (some sort of USB driver issue) but otherwise swapping to a different brand keyboard was our fix.
