I suspect the answer is no, but is it possible to have a passcode for just the settings? I know you can completely remove the 4 digit passcode. We want students to be free to use the iPads but not change anything.

Your initial thought was correct, you cannot set a passcode just for settings.

 

You can set some restrictions in the restrictions menu or you can supervise them using apple Configurator and apply settings that cannot be removed or changed. You can remove things like the App Store and stop install / removing apps. But some settings will always be available.

As pointed out above - unfortunately not. Theres hundreds of us crying out for this change, but apple don't seem to be forthcoming.

At the end of the day the iPad is a home/single user device and not a corporate one, iPad's are one device I will not entertain in my network.
