HAP v10 Full: Toolbar missing for non-admin users

Yo,

Just updating all my school's HAP installs, and one of them is now having an issue where non-admin users don't have buttons on the toolbar. I can't find any obvious permission differences, or any differences at all actually, between the different installations.

Had a search through the forum here to no avail.

Anyone any ideas?
