[windows software] What is the base OS licence required to put EES on top of?

I believe that EES requires a machine to have a pro OEM licence to put EES on top of is this correct?

Normal EES requires Pro but educational EES are allowed to use Home versions and upgrade from there. I read it in the Microsoft documentation a few years back but finding it again would take a while.
