Grouping Shortcuts

Is it possible to group shortcuts together on the desktop? What I would like to be able to do is have a group of "Admin" shortcuts which provide me access to the daily programs I use but that may reside in different locations. I need to be able to right click and "run as different user" which means I cant use the metro interface to do this. I just wondered if there was an easy way to do this as I could then tidy up my desktop a little with the number of icons on there. Basically I want a small number of icons on the desktop which contain a number of shortcuts to my often used programs. Similar to the way you can group Apps on Anriod etc.

 

At the moment the only way I cant think of doing this would be to create a folder and have a copy of all the shortcuts I use on there. But there must be an easier way to do this.

Program called fences will do the job for you but it's not free .

I've seen fences mentioned on the web but I don't really want to pay for anything, I just wondered if Windows 8.1 had included anything like that at all. If it can't be done easily I'll just have to tidy up my desktop a bit more

What about a custom taskbar toolbar? e.g.

 

 

If required, you can create subfolders too and have a mini Start Menu.

@josiahe - I already have something like that setup, but you can't right click and run as different user which is my main issue. I'll try the custom taskbar as suggested by @Arthur

Actually, you can. You just need to enable the option first in GPO by going to User Configuration\Administrative Templates\Start Menu and Taskbar and enabling the Show "Run as different user" command on Start policy.
