Stop children moving folders?

But I thought I had to untick the inherited box? Now I'm really confused and I still cant get rid of the folders I have made

 

That depends if you want the permisions from the folder above your 'folder 1' to be on folder 1 (Usually inherited from the root of your partition). Unticking it gives you a blank canvas for your permissions. When I'm doing custom rights on special shared areas like this i normally disable inheritance.
