IIRC you do not have to be a qualified teacher (having completed PGCE / GTP / etc) but it refers to the ability to teach / instruct / mentor / etc.

 

I think they are looking for someone switched on to the educational aspect of managing eLearning (including managing and delivering course content).

That is how I read it if can prove that you can teach / instruct / mentor being qualified teacher is here or there to the job.

 

If they wanted qualified teacher they will say in advert looking for qualified teacher that wishes to move into area of ....
