sooftware restriction policies

been having a play on a vm with software restriction policies as staff are admins on their laptops so i want to block a few things. So far ive tested with pc optimizer pro and seems ok done a cert rule and it wont install. It did mention that their was a performance hit to doing it this way is that true if so how bad and whats the alternative and does anyonr have search conduit installer so i can can that as well and any other suggestions
