Do i need a different version of DBAttach or do something special to get SIMS to work on 64 Bit Windows Server? Can get it to work with 32 Bit Server 2003, or 32 Bit 2008 Server, but 2008 R2 the same process does not work. Was thinking of moving to Server 2012 and SQL 2012 from the summer release as still on 2003 Server so clock is ticking. Its been about half a year since i last tried it but i am sure my issue was the SQL Instance never appears in the drop down list when installing SIMS or using the DBAttach tool on 64 Bit.

You need to make sure that you have installed the Sims database by running sinsinst.exe (Note: if you have moved it look at the property tab and unlock), once run you will install and can attach the database.

No difference at all between 32-bit and 64-bit. dbAttach should work on either and we have a large number of schools running 2008 R2 64-bit, and even a couple with Server 2012 64-bit.
