If you use the tools within the management portal, is the only option for the tool to create a new mailbox? I've got a mailbox already set within Office365 that I want to import email to. Is the only way to do this through use of a PST?

If you a user created within Office 365 already then you can import the mail using a PST File, If you do not have a user within Office 365 then you can use the Staged Migration Method using the CSV File (Batch Migration Method) to create the user and then import the mail.

You could delete the user, and then use the Migration Tool if you wanted to I suppose?

Right, from what I understand if I set the TargetAddress of the user, this will then forward mail to my Office365 mailbox? Trouble is using ADSIEdit I cannot find where the users are to edit? Is there any other way to set the TargetAddress or am I on the wrong track anyway?

Edit: Found the user, just need to know if TargetAddress does what I think.

So, it does seem to do what I want, but anyone emailing externally gets an NDR which says Mail refused by local domain enforcement policy.

are you trying to get an email that is sent External > OnPremise Exchange to then re-route to your Exchange Online Tenancy where the user is to reside? It sounds to me like you are trying to do Hybrid Deployment without the Hybrid Components unless I am mis-understanding?

James.
