Logon User Icon not displaying

I have a GPO set to change the default icon on the logon screen. RSOP shows the GPO is applying and the user.bmp file is over written yet its still blank on the logon screen.

 

I used this guide Customizing Windows 7’s logon screen and user picture with Group Policy | MG

 

Anyone got any ideas why its not working?

It doesn't apply on the login screen it applies to a users lock screen and the start menu.

 

TO get it to kick in there is a group policy option to enable. Have you done this?

Yeah, as FN-GM says, it's the default user profile picture, so if no one is logged in (i.e. you're on the logon screen) then it is a blank square and there isn't anyway to change that unfortunately. (Even just the option to hide it would be nice!)

You can get this to show when no-one is logged on by setting "Computer Configuration > Policies > Windows Settings > Security Settings > Local Policies > Security Options > Interactive Logon: Do not display last user name" to disabled which assumes you're the last person who logged on and so only a password is required with the rest filled out and profile picture present. This isn't always ideal but appears to be the only non-hack way of getting this to show from what I understand.

 

It does make sense that if no-one is logged on then, for quick reference, a blank window is shown to reflect this however, the option to be able to populate this regardless, would be nice but suppose branding could be done on the background wallpaper.
