Create a new policy, open up Computer Configuration, right clock on Administrative Templates, and select add/remove templates.

Are you 2003 or 2008 on your servers? If the latter, use admx files and put them in C:\Windows\PolicyDefinitions (with the adml file going into the en-US folder inside there)

Yes, every DC you want to administer the group policy from. If any DC doesn't have the ADMX and ADML files, the settings will just show up as Unknown (or words to that effect).

If you are, you're correct - sling them in the aforementioned PolicyDefinitions folder (because that's where every DC / group policy editor will look) and you're done.

Incidentally, note that the script they mention towards the end has been updated - use the updated version for migrating .adms

The sysvol location is there for policydefinitions, so I guess I'm using the central store?

It's pretty bad practice to store the sysvol location on the C:\....but yeah it will be wherever you choose when promoting a DC

 

as mentioned, simply put the files in the the appropriate location under policydefinitions - awaiting for this to replicate to every DC, now whether you create a new policy or open an existing one, you should have the Chrome settings available
