Either the teacher gives consent in place of the parent/guardian or you add it to an AUP which the parents sign as well as the student.
You block it for those students under 13.

Our LEA currently block access for us as a Junior school but are soon offer us a flexible filtering solution which will allow us to decide what we block...

Within our county there is a debate concerning what we as schools should block...ranging from the "block nothing but teach them about appropriate use" to to "block everything because parents will complain if little Johnny sees something nasty".

I am somewhere in the middle but in the case of sites with Ts & Cs like YouTube I feel we should block them.

On the other hand having discovered how many pupils' parents have signed them up for facebook etc ignoring the Ts & Cs I also wonder why we bother trying block anything since if the parents don't care why should we

    And as for
add it to an AUP which the parents sign
I have just created an AUP and our head said "very nice but there is no point sending it home because most parents won't sign it"...

The Terms of Service on the youtube site itself dosen't mention those bits - YouTube - Broadcast Yourself

However there are other versions of ther TOS on other sites for some reason that do include the terms you mention... very strange.

Youtube changed these but it stands that in the UK you cannot enter into a binding contract until you are over 18.
    Thats UK law.

Don't the T&Cs just relate to people registering on youtube?

    Your headteacher is wrong.

Well, for our demographic of parents he's wrong.

We revoke network access without a signed AUP. No AUP? No computers.

Out of our Y7 intake (started last week), I'm only waiting on 5 confirmation slips back.

Hmmm! Shout "Safeguarding" and "Ofsted" at your SLT... the latter would take a very dim view of the school's attitude to the former without an AUP.

No AUP, no login. It is simple. Collar them when other things have to be signed at returned to school.
