I'm starting to feel this way too. There just doesn't seem to be a reliable way to remove the default apps on newly upgraded PCs using Windows 10 Servicing in SCCM. The closest I've come to a solution is to set a logon script in local group policy that strips out the apps from the logged on user, but even then, it won't work until the 2nd time a user logs in. It doesn't seem to recognize the initial profile creation as the first logon.
