Looks like those "Pinned Folders" cannot be configured using Group Policy according to https://technet.microsoft.com/en-us/itpro/windows/manage/windows-10-start-layout-options-and-policies I'd be curious to hear if you do find a way to configure that far left pane of the Windows 10 Start Menu using GPO! You can customize the Start Layout through Group Policy using an XML file generated by the Export-StartLayout PowerShell cmdlet. You can read more about it here: https://technet.microsoft.com/en-us/itpro/windows/manage/customize-windows-10-start-screens-by-using-group-policy

Additional information: Microsoft calls this versioning "Current Branch" and is already in use for Office 365, System Center, and now Windows. The version number follows a yymm format so 1511 was released in November 2015; 1607 was released in July 2016, etc.
