I know this is an old post, but wanted to share what I encountered. I was having the same end result. Discovered with the help of this post that the GPO sets the sync interval by creating tasks in Task Scheduler, which are VB Scripts for some reason, which simply call the Powershell command "sync-appvclient" - with the added option of -ExecutionPolicy RemoteSigned. The command failed because we had our ExecutionPolicy set to AllSigned by GPO.
