    There was an issue in Windows 7 a few years ago when dragging the taskbar while the jumplist was open caused this: https://support.microsoft.com/en-us/help/2877985/fix-locked-taskbar-moves-to-the-top-of-the-screen-in-windows-7-sp1-or-windows-server-2008-r2-sp1 Not sure if this would help
