The new changes are great. I've been working with several schools to implement them though as they are rather different. One school opted to erase all the devices then upgrade. They enrolled automatically back through DEP. They had been using a different management system and there was something leftover that was conflicting. Those 32 ipads probably just need a reset and you should be able to push new apps to them. VPP can now go without even having an Apple ID on the device.
