Papercut is great, only cost is around £350 and if you buy it around November then the next update (usually January) is free. It's a one off cost unless you want updated versions. We use it and works very well with iPad deployments and gives the ability to hold prints for them

It definitely sounds like a issue with Group Policy Objects - also it's worth looking at any logon scripts, I have had similar issues for example when you have logon scripts set to run async, it will hang until the logon scripts have completely run. As mentioned enable verbose output on the messages.
