Who did you put in the permissions for reading? I've tried all but special permissions for Domain Users and still have the issue

I've distributed CC to about 150 machines. I'm getting an error 16 with acrobat. I've tried the SLStore and Adobe PCD folders described in Configuration error 16 | CC, CS Haven't tried Lightroom. Any ideas? I'm pretty lost with the ProcMon trace I have
