Depends. Yes you can do it. I know in Suffolk it's used to pay people\companies so the bursar might not like it automatically send files before they are super duper ready. Worth checking with the LA first, if you don't get very far, AVCO are friendly helpful people who are happy to help.

A lot of the parallelization happened around SQL2014 and Capita's answer to updating the SQL code was to get folks to set the database compatibility to SQL 2012. IE, not do the work. SQL Server 2017 express is limited to lesser of 1 socket or 4 cores. Currently, the bulk of Capita customers are primary schools who will be using Express. So can't imagine it's high on the list until SIMS8 goes belly up and they need to focus effort on retaining SIMS7 customers (read Highs).

In some cases this has spawned a company that sells a bolt on that has grown into making a whole MIS, some which really shouldn't have been created (looking at EduSpot who still don't allow users to change their own passwords after 162 days and counting of reporting it as a problem).

They kinda build a giant rod for their own back as well. If they had a public API and encouraged the community to build stuff, they could build things to plug the gaps that others could just use. Just look how Power BI has done it with visuals. The techy folks can flexi their brain muscles and make a custom visual, anyone can with a few clicks benefit of their labor. Win-Win
