Had the same problem recently. Meraki will not carry out an IOS or IPADOS update. When you look at the Activity Log after selecting the update, it will say Pending, then drop through to Success but it at no time updates the IOS. I was stuck on 10.3.3 and need to update to 15.0.2 at least and it failed every time. Workaround was to get the physical ipads and connect them to Apple Configurator>Update>Select 'Latest System Only'>Update. Your done. I'm trying to contect Meraki to find out if they have moved on this issue or not.
