Thanks for replies. School will have to get a top up card but we won't then get discount for bulk purchase. It makes me want to do what I know many schools are doing and buying app once and synching to the other iPads.

Has anyone managed to use itunes vouchers to do VPP in educational setting? School won't get credit/ debit card so only alternative is vouchers but then won't get discount. We have 28 iPads that need setting up ASAP with lots of apps so discount would be quite substantial saving.
