  2. As Sted said, they are per user but also with a limitation of up to 5 different devices for that user. Windows 8.1 raises this limitation to 81. If you even manage to locate / download the .appx files you want to include (directly from the publisher), you can import with a powershell command.   3. This seems to be the only option right now although you would have to think this would be violating a few MS Term & Conditions...
  4. That's a fantastic idea. Unfortunately at this time I have none to add so I will be keen to see what people come up with.
